 vestigate the interface of a hybrid heterostructure consisting of a topolo
 gical insulator and a ferromagnet. As has been shown recently\, the interf
 ace of such a system can host skyrmions as a consequence of an emerging Dz
 yaloshinskii-Moriya interaction at temperatures above the Curie temperatur
 e [1]. Here\, we analyze what happens in the magnetically ordered phase an
 d in the presence of the long-range Coulomb interaction between the Dirac 
 electrons. Due to the opening of the gap in the Dirac spectrum in the magn
 etically ordered phase the magnetoelectric Chern-Simons action emerges\, w
 hich opens up the possibility of magnetoelectric manipulation of skyrmion
